In the Control Panel (Start > Settings > Control Panel), open Add/Remove Programs. This shows you a list of all the programs Windows can uninstall automatically.
If the program you want to delete doesn't appear on the list, Windows can't automatically uninstall it. Check to see if the programs has an uninstall utility. Don't forget to delete the unwanted programs from your Startup folder.
A good way to keep your system clean is to use WinTools.net Professional.
